All foreigners who intend to work in Singapore must have a valid work pass before they start work. Work passes range from professional work passes, skilled and semi-skilled work passes, student passes and family work passes.

What is Employment Pass in Singapore?

Highly skilled professionals with a job offer in Singapore are eligible for Employment Pass. An Employment Pass is typically granted with a validity of 2 years but can be renewed for up to 3 years on a case-by-case basis.

There are no quota restrictions on the number of Employment Passes per entity, provided the employer meets the salary benchmark and demonstrates fair consideration of local Singaporean or Singapore Permanent Resident job seekers.

Employment Pass Eligibility

To be eligible for an Employment Pass, you must meet the following eligibility criteria:

1.You are a foreign professional that has a monthly income of at least $5,000 (as of 2024).

2.You are a foreign professional in financial services that has a monthly income of at least $5,500 (as of 2024).

3.You work in a managerial, executive or specialised job.

4.You have a job offer in Singapore.

5.You have acceptable qualifications, usually a good university degree, professional qualifications or specialised skills.

What is S Pass in Singapore?

S Pass is suitable for mid-level skilled professionals. The number of S Pass holders a company can hire is subject to a quota, and employers must also pay a monthly levy for these workers. According to the Ministry of Manpower (MOM), the current quota limits are:

  • 10% of the company’s total workforce in the services sector.
  • 15% in the construction, manufacturing, marine shipyard, and process sectors.

Employers can calculate their foreign employee quota or check their company’s available quota via the Work Permit Online portal

S Pass Eligibility

To be eligible for an S Pass, you must meet the following eligibility criteria:

1.You are a foreign progressional that has a monthly income of at least $3,150 (as of 2024).
2.You are a foreign progressional in financial services that has a monthly income of at least $3,650 (as of 2024).
3.You have a job offer in Singapore
4.Your employer will be applying for an S pass for you
5.You have acceptable educational qualifications and relevant work experience.

* The monthly salary of S Pass holders will increase progressively with age from age 23, up to $4,650 for those 45 years old and above. For those in the financial services industry, their minimum monthly salary may increase up to $5,650 at age 45 and above.

The employer needs to submit a new Employment Pass application for your S Pass holder. There is no need to cancel the S Pass or advertise on the MyCareersFuture job portal while doing so. For employee, you may use MOM’s Self-Assessment Tool to check if you are eligible for the Employment Pass.

Employment Pass (EP) holders can consider a switch if they no longer meet the prevailing EP criteria. However, employers must ensure that:

  • They meet the S Pass quota requirements.
  • The employee is eligible for an S Pass.

There is no need to cancel the EP before applying for an S Pass. When the application is approved, cancel the EP before getting the S Pass issued.
